Legacy of Change: Reimaging Justice

Join us on Wednesday, November 19, 2025, at Delaware Technical Community College for this year’s conference, themed Legacy of Change: Reimagining Justice. Together, we’ll explore the issues shaping our state and beyond through breakout sessions on youth and gun violence, restorative justice, the reentry and opioid crisis, and policy — from lived experience to law.

Legacy of Change: Reimagining Justice

The Delaware Center for Justice is committed to advancing equity and second chances by centering restorative justice and the experiences of those most impacted. Our annual Visions of Justice Conference brings together community members, advocates, and leaders from across Delaware to share ideas, spark dialogue, and build safer, more equitable communities.

Opening speaker: Joanna Champney

Joanna Champney is the Director of the Delaware Division of Substance Abuse and Mental Health (DSAMH) at the Department of Health and Social Services (DHSS) following her appointment in 2021. At DSAMH, Champney oversees the state-funded continuum of care for substance use disorder treatment and services for people with serious mental health needs as well as the Delaware Psychiatric Center. Champney’s Division manages numerous federal grants, including the $38 million State Opioid Response (SOR) grant. She currently serves as the Governor's appointed Chair of the Prescription Opioid Settlement Distribution Commission and is active on the Governance Committee of the Commission.


Prior to joining DSAMH, Champney served as Chief of Planning, Research & Reentry at the Delaware Department of Correction (DOC). During her tenure at DOC, Champney established and led the Department’s Office of Reentry, following Governor Carney’s issuance of Executive Order 27 to improve the state’s service infrastructure for the formerly incarcerated. Before joining the state government, she served as the Executive Director of the nonprofit organization The Delaware Center for Justice (DCJ). She holds a graduate degree from the University of Pennsylvania and a bachelor’s degree from the University of Delaware.


Keynote Speaker: David Garlock

David L. Garlock is a successful returning citizen, reentry professional, and criminal justice reform advocate. David enjoys educating the next generation of criminal justice professionals on rehabilitation and advocating in various spheres for an effective and equitable justice system. He is a writer, author, and poet who shares his story in many written forms. He is on numerous non-profit boards, along with being a frequent speaker at colleges and universities, criminal and social justice conferences, and community events. He is a client of Bryan Stevenson and was in the movie Just Mercy in 2020, and also presented at TEDx Arcadia in April of 2022.
